Not always. A scope certificate shows what a certified organization is approved to handle. For a specific shipment, buyers may also need a transaction certificate or equivalent transaction record issued through the certification process.
A transaction certificate is used to authenticate a specific certified material transaction after shipment. It helps connect a certified seller, buyer, product description, quantity and standard claim for that transaction.
